The Tokyo Photographic Art Museum is located near Ebisu Station. It is run by the Tokyo Metropolitan Government and is the only public museum in Japan dedicated to photography and moving images. I was very impressed by the quality and presentation of the exhibitions during my visit. At the time there were 3 exhibitions each with their own theme and separate entrance fee. I chose to visit 2 out of the 3 as there was an hour until closing time. The first exhibit comprised of multiple contemporary Japanese photographers with fresh and innovative thought provoking ideas. The other one was a retrospective of a a photographer who has lived in Tokyo for 60 years and taken pictures of the city for over 30 years. The photographer himself was actually present at the exhibition and offered to sign a copy of his book. Overall a must visit for photography fans of any level.
